BIOGRAPHY OF OBAYAGBO HELEN BARINE (MRS.)

DIRECTOR, LEGAL SERVICES

Obayagbo H. B. (Mrs.), a well skilled management/ Legal officer with many years of professional growth and responsibility in Legal and Legal related matters, studied Law at the prestigious University of Benin and graduated in 1986 with Honours. I finished from the Nigerian Law School, Victoria Island, Lagos, in October, 1987 and did my one year N.Y.S.C. in the Legal Department of the Nigeria Railway Corporation between 1987 and 1988.

I joined the Federal Civil Service of Nigeria in 1989 and was posted to the Legal Unit of the Federal Ministry of Transport where she served for twelve (12) years. Thereafter, I have served the Federal Government in several capacities in the Legal Units of Federal Ministries of Environment (2000-2004); Housing and Urban Dev., (2004-2008).

Served as Legal Adviser in NEPAD (2008-2010); NAPEP (2010-2011), MDGs office (2013) and SURE-P (2014-2015). I also served in the Departments of Civil Litigation and Public Prosecution in the Federal Ministry of Justice between 2013 and 2014.

In the course of my career in the Federal Civil Service, I have attended severallocaljinternational trainings/courses in Maritime Law, Environmental Law, Management skills, Contract drafting, Arbitration and other alternative dispute resolutions, the latest being in the International Law lnstitute, Washington DC, USA in 2014.

Obayagbo H. B. (Mrs.) currently heads the Legal Unit of the Federal Ministry of Women Affairs and Social Development.

I am a Nigerian by birth, from the beautiful state of Rivers and married  to a very amiable Nigerian from Delta State.
